PBBM Signs ‘Kabalikat sa Pagtuturo Act’ Granting Annual Allowance to Public School Teachers

In a landmark event at Malacañang Palace, President Ferdinand R. Marcos Jr. has enacted Republic Act No. 11997, a pivotal piece of legislation aimed at bolstering the support for public school teachers in the Philippines.

The bill, widely known as the “Kabalikat sa Pagtuturo Act,” was ceremonially signed in the presence of its principal authors, including Oriental Mindoro 1st district Representative Arnan C. Panaligan.

Republic Act No. 11997: A Milestone for Educators

The “Kabalikat sa Pagtuturo Act” represents a significant advancement in the nation’s commitment to its educators.

Under this new law, public school teachers are set to receive an annual teaching supplies allowance of PHP 10,000, tax-free.

This financial support is designed to aid teachers in acquiring essential teaching materials, thereby enhancing the quality of education provided to Filipino students.

The act’s title, which translates to “Partner in Teaching Act,” reflects the government’s recognition of the crucial role that teachers play in shaping the future of the country.

By alleviating some of the financial burdens associated with purchasing teaching supplies, the act aims to empower teachers to focus more on delivering quality education.

Progressive Implementation and Funding

The implementation of the act is progressive, with an initial allowance of PHP5,000 per teacher for the School Year 2024-2025, which will subsequently double to PHP 10,000 in the following school year.

The funding for this initiative will be sourced from the Department of Education’s budget, ensuring that the allowances are distributed effectively and without delay.

The passage of Republic Act No. 11997 is the result of a united effort by members of both chambers of Congress.

The act has garnered support from a diverse group of lawmakers, highlighting the bipartisan commitment to enhancing the nation’s educational infrastructure.

The ceremonial signing of the “Kabalikat sa Pagtuturo Act” marks a new chapter in the Philippine education sector, according to Rep. Panaligan, one of the authors of House Bill No. 9682, that is now RA 11997.

“As the nation moves forward, the government’s support for its educators stands as a testament to the value placed on education and the pivotal role of teachers in the development of the country,” Panaligan said.
