Rep. Leody “Odie” Tarriela, the lone district representative of Occidental Mindoro, appeared before the Independent Commission for Infrastructure (ICI) on Wednesday, Nov. 26, 2025, to testify in a probe into alleged corruption involving flood control projects.
Tarriela, who requested an executive session that barred media from the proceedings, followed Quezon 3rd District Rep. Reynante Arrogancia in addressing the commission.
The hearing focused on lawmakers linked to construction firms that secured contracts from the Department of Public Works and Highways (DPWH), including kickbacks from anomalous flood control deals.
Earlier, ICI has announced recommendations to the Office of the Ombudsman for criminal and administrative cases against eight other lawmakers labeled as “cong-tractors” for owning firms that allegedly benefited from the projects.
Those named include former Ako Bicol party-list Rep. Zaldy Co, Construction Workers Solidarity (CWS) party-list Rep. Edwin Gardiola, Uswag Ilonggo party-list Rep. James Ang Jr., Pusong Pinoy party-list Rep. Jernie Nissay, Bulacan 2nd District Rep. Augustina Pancho, Cagayan 3rd District Rep. Joseph Lara, Surigao del Norte 1st District Rep. Francisco Matugas and Tarlac 3rd District Rep. Noel Rivera.
Arrogancia and Tarriela were among those summoned as resource persons in the inquiry, which stems from complaints by contractors Curlee and Sarah Discaya alleging kickbacks in infrastructure projects.
