Mindoro joined a growing list of areas under tropical cyclone wind signals Tuesday, Nov. 4, 2025 as Typhoon Tino, slightly weakened but still dangerous, barreled westward near Bacolod City, threatening Western Visayas and the Negros Island Region.
The state weather bureau PAGASA said the typhoon’s eye was located about 10.6°N, 122.9°E at 10 a.m., Nov. 4, 2025, with maximum sustained winds of 140 km/h near the center and gusts up to 195 km/h. It was moving west at 25 km/h.
Mindoro provinces were placed under Signal No. 2 in the southern portions of Oriental Mindoro (Bulalacao, Mansalay, Roxas, Bongabong) and Occidental Mindoro (Magsaysay, San Jose, Rizal, Calintaan), and Signal No. 1 in the rest of Oriental Mindoro and the northern and central portions of Occidental Mindoro (Sablayan, Santa Cruz, Abra de Ilog, Mamburao, Paluan).
Signal No. 4, indicating typhoon-force winds of 118-184 km/h within 12 hours, was hoisted over the Cuyo Islands and extensive areas of the Visayas, including northern Negros Occidental, Guimaras, Capiz, Iloilo and southern Aklan.
Signal No. 3 covered southwestern Masbate, northernmost Palawan including the Calamian Islands, and broad sections of Cebu and northern Negros Oriental.
Signal No. 1 extended to southern Quezon, southern Marinduque, western and southern Albay and Sorsogon, the rest of Masbate including Burias and Ticao islands, and central Palawan including Puerto Princesa City.
PAGASA warned of high to severe threats to life and property in Signal No. 4 areas, with a high risk of storm surge exceeding 3 meters in low-lying coastal communities of Masbate, Romblon, Mindoro provinces, Palawan, Western Visayas, Negros Island Region and Central Visayas within 24 hours.
The typhoon is forecast to cross Western Visayas and northern Palawan before emerging over the West Philippine Sea Wednesday morning and exiting the Philippine Area of Responsibility by Wednesday evening or early Thursday. It is expected to remain a typhoon throughout its passage over land before re-intensifying at sea.
Gale warnings were in effect over eastern seaboards of Northern Luzon, Southern Luzon, Visayas and northern and eastern Mindanao. Seas up to 6 meters were possible off the Calamian and Cuyo islands, with mariners urged to remain in port.
