The southern portions of Mindoro are placed under Tropical Cyclone Wind Signal No. 1 early Monday, Nov. 3, 2025 as Severe Tropical Storm Tino accelerated westward, posing a threat of strong winds and life-threatening storm surge to the island province.
According to the 5:00 a.m. bulletin from the state weather bureau PAGASA, Tino was located 430 kilometers east of Guiuan, Eastern Samar.
The storm packs maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h.
โTino is forecast to continuously intensify and may reach typhoon category within the next 12 hours,โ the bulletin said.
The storm is expected to make landfall over Eastern Visayas or Dinagat Islands by late Monday or early Tuesday before traversing the Visayas and northern Palawan.
For Mindoro, the immediate threat comes from strong winds.
Southern Occidental Mindoro, including San Jose, Rizal, Calintaan, and Magsaysay, and southern Oriental Mindoro, including Bansud, Bongabong, Roxas, Mansalay, and Bulalacao, are under TCWS No. 1.
This signal warns of strong winds of 39 to 61 km/h, which pose a minimal to minor threat to life and property.
A more severe hazard for the island’s coastal areas is storm surge.
PAGASA issued a “high risk of life-threatening and damaging storm surge” for the low-lying coastal areas of both Oriental and Occidental Mindoro within the next 48 hours.
Residents in these vulnerable coastal areas are strongly advised to follow evacuation and other instructions from local officials.
The surge of the Northeast Monsoon, amplified by the storm, is also expected to bring strong gusts to the MIMAROPA region through Wednesday.
Tino is projected to emerge over the West Philippine Sea by Wednesday morning or afternoon.
The public and disaster management councils are advised to monitor updates and take all necessary precautions to protect life and property.
