The national government suspended classes and government work Monday, Sept. 22, 2025, in dozens of provinces including both Mindoro provinces as Super Typhoon Nando threatened the main island of Luzon with torrential rains and life-threatening storm surges.
Executive Secretary Lucas Bersamin signed the suspension order Sunday covering 30 areas across Luzon, including Oriental and Occidental Mindoro, following recommendations from the National Disaster Risk Reduction and Management Council.
The affected areas include the capital Metro Manila, the northern provinces of Batanes and Cagayan — where storm surges could exceed three meters — as well as tourist destinations like Palawan and the Mindoro provinces.
“A HIGH risk of LIFE-THREATENING storm surge may occur within the next 24 hours,” the state weather bureau PAGASA warned in an alert issued at 2:00 AM Monday.
The most severe storm surge warnings were issued for Batanes, Cagayan and Ilocos Norte provinces, where rising seawater combined with high waves could reach more than three meters above normal sea levels.
Government agencies providing essential services including health, disaster response and basic utilities were ordered to remain operational, while non-essential personnel could work under alternate arrangements.
Private companies were left to decide independently on work suspensions.
LGU officials in areas not covered by the national order were authorized to implement their own localized suspensions as conditions warrant.
