Mindoro Provinces, Palawan Brace for Flooding as Weather Disturbance Intensifies

The country’s weather bureau has issued flood warnings for both Mindoro provinces on Sunday, with Occidental Mindoro under a yellow alert while Oriental Mindoro faces elevated risks to its major river systems as the southwest monsoon brings sustained heavy rainfall across the island.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) placed six municipalities in Occidental Mindoro under yellow warning – Abra De Ilog, Looc, Lubang, Mamburao, Paluan and Santa Cruz – warning of possible flooding in low-lying areas and landslides in mountainous terrain as part of Heavy Rainfall Warning No. 14 issued at 5AM today, June 8, 2025.

While Oriental Mindoro was not under direct yellow warning, the province faces flood risks to its vulnerable river systems, including areas around the flood-prone municipalities of Bongabong, Naujan, Pola, Pinamalayan, and Socorro. These towns have previously experienced widespread flooding during heavy rainfall events, with the Naujan lake and its tributaries and the Magasawang Tubig River particularly susceptible to swelling during continuous downpours.

The weather system affecting both Mindoro provinces is a complex dual-disturbance pattern, with the southwest monsoon, locally known as “habagat,” working in conjunction with a separate low pressure area to create widespread precipitation across multiple regions of the Philippines.

PAGASA forecasts moderate to heavy rainfall of 50-100 millimeters in Occidental Mindoro through Tuesday, with additional municipalities including Calintaan, Magsaysay, Rizal, Sablayan and San Jose expected to experience light to moderate rains with occasional heavy downpours that may persist for 2-3 hours.

Oriental Mindoro’s river systems present particular concern given the province’s history of flash flooding.

The lowlands face threats in preparing for upcoming floods, with highlands receiving massive rains that flow downstream to vulnerable communities.

The weather disturbance extends far beyond the Mindoro provinces, with yellow warnings also affecting Palawan municipalities of Coron and Busuanga. Light to moderate rains are impacting Antique province and nine municipalities in Aklan, including Buruanga, Ibajay, Lezo, Madalag, Makato, Malay, Malinao, Nabas, Numancia and Tangalan.

In Palawan, 13 municipalities are experiencing varying degrees of rainfall, from light to moderate precipitation in areas like Sofronio Espanola, Narra, Aborlan, Puerto Princesa City, Taytay, San Vicente, Roxas, Dumaran and Araceli, to heavier rains in Culion, Linapacan, Rizal, Bataraza, Brooke’s Point, Balabac, El Nido, Quezon and Kalayaan.

Meanwhile, the low pressure area is generating heavy rainfall expectations of 50-100 millimeters across multiple regions.

Today, the LPA is forecast to affect Quezon, Camarines Norte, Camarines Sur, Catanduanes, Albay, Sorsogon, and Masbate provinces.

Tomorrow, the system will impact Aurora, Quezon, Camarines Norte, Camarines Sur, Catanduanes, and Albay, before focusing on Quezon, Camarines Norte, Camarines Sur, and Albay on Tuesday.

The southwest monsoon is simultaneously bringing moderate to heavy rainfall to a broader swath of Luzon and Western Visayas.

Today’s forecast includes Metro Manila, Zambales, Bataan, Pampanga, Bulacan, Cavite, Batangas, Rizal, Laguna, Occidental Mindoro, Palawan, Antique, Iloilo, Guimaras, and Negros Occidental.

The monsoon’s impact will narrow tomorrow to Zambales, Bataan, Cavite, Batangas, Palawan, Occidental Mindoro, and Antique, before expanding again Tuesday to include Pangasinan, Zambales, Bataan, Cavite, Batangas, Palawan, Occidental Mindoro, Romblon, and Antique.

PAGASA warned that forecast rainfall may be higher in mountainous and elevated areas, with impacts potentially worsened by antecedent rainfall from previous weather systems.

The agency advised disaster risk reduction and management offices to monitor conditions closely and take all necessary measures to protect life and property.
