Mindoro under Signal No. 2 and 1 as Super Typhoon Uwan intensifies

The two provinces of Mindoro braced for Typhoon Uwan on Sunday, Nov. 9, 2025 as the rapidly intensifying storm threatened to strike the country with potentially catastrophic force, prompting PAGASA to issue flash flood warnings.

Northern and central portions of both Mindoro provinces were placed under Tropical Cyclone Wind Signal No. 2, warning of gale-force winds of 62 to 88 km per hour arriving within 24 hours that pose a “minor to moderate threat to life and property.”

In Occidental Mindoro, the municipalities of Abra de Ilog, Paluan, Sablayan, Santa Cruz and Mamburao, along with Lubang Islands, face the higher warning level.

In Oriental Mindoro, Puerto Galera, San Teodoro, Baco, Calapan City, Naujan, Pola, Victoria, Socorro, Pinamalayan, Gloria, Bansud, Bongabong and Roxas are under Signal No. 2.

The rest of both Oriental and Occidental Mindoro provinces remain under Signal No. 1, indicating strong winds of 39 to 61 km per hour within 36 hours, posing “minimal to minor threat to life and property.”

The Philippine weather bureau PAGASA issued a General Flood Advisory for MIMAROPA region, warning that moderate to occasionally heavy rains could trigger flash floods in rivers and tributaries across both Mindoro provinces, particularly affecting residents in Abra de Ilog, Caguray, Barangan, Lumintao, Mompong, Amnay, Busuanga, Lumangbayan, Mamburao, Ibod and Bugsanga-Magbando river systems.

“People living near the mountain slopes and in the low lying areas of the above mentioned river systems and the local disaster risk reduction and management councils concerned are advised to be alert for possible flashfloods,” PAGASA said.

Uwan, with maximum sustained winds of 175 km per hour near its center, was located 195 km east of Virac, Catanduanes at 4:00 AM Sunday, moving west northwestward at 35 km per hour.

The storm is forecast to make landfall over Aurora province on Sunday night or early Monday, 10 Nov. 2025, potentially at super typhoon strength.

Mariners were warned that rough seas up to 3.0 to 4.0 meters high are expected along Mindoro’s seaboards.

Small vessels, including traditional motorbancas, have been advised to remain in port, with sea travel deemed risky as conditions deteriorate.

The typhoon has placed vast swathes of Luzon, including Metro Manila, under higher warning signals, with storm surge heights exceeding three meters threatening low-lying coastal areas in 25 provinces.

PAGASA warned that Uwan may reach Signal No. 5 – the highest category – during its passage, bringing catastrophic winds to some areas as it traverses Northern Luzon.
