Cebu Pacific to remove Manila-Mindoro flights, transfers to Clark airport

Budget carrier Cebu Pacific will transfer flights to San Jose in Occidental Mindoro and Naga in Camarines Sur from Manila to Clark International Airport starting October 26, 2025 as aviation authorities push to ease congestion at the Ninoy Aquino International Airport (NAIA) terminals.

The move affects turboprop services operated by Cebu Pacific’s subsidiary Cebgo, leaving just one daily Manila-Naga flight and eliminating direct Manila-Mindoro connections, the airline said in a statement.

The transfer follows a directive from the Department of Transportation’s Manila Slot Coordination Committee to relocate turboprop operations from NAIA Terminal 2, which handles over 45 million passengers annually despite being designed for 31 million.

“This is part of efforts to decongest the country’s main gateway, make operations more efficient, and accommodate more passengers,” Cebu Pacific said.

San Jose serves as the air gateway to the island province’s growing tourism industry.

Passengers affected by the route changes can rebook flights free of charge within 30 days of their original travel date, store ticket values in a travel fund for future use, or request full refunds.

Clark International Airport, located about 80 kilometers north of Manila, has emerged as an alternative hub as the government is overwhelmed with NAIA’s chronic overcrowding.
