    Mindoro disaster official leads push for emergency workers’ protections, benefits

    A disaster management official from Oriental Mindoro is spearheading a nationwide campaign for Congress to pass legislation protecting local government emergency workers who lack job security and benefits despite facing life-threatening duties.

    Vincent Gahol, Oriental Mindoro Provincial Disaster Risk Reduction and Management officer, said Sunday that the newly-formed League of Disaster Risk Reduction and Management Officers (LDRRMO) is pushing for a “magna carta” for emergency responders countrywide.

    “They face enormous dangers but have little job security or benefits,” Gahol said, speaking for the organization established in June 2025 to represent disaster workers nationwide.

    The advocacy gained momentum following the deaths of four responders in Bulacan province in 2023, when a concrete wall collapsed onto their rescue boat during severe flooding.

    The incident revealed the risks faced by disaster workers who often operate with minimal safety nets.

    The country faces frequent natural disasters including typhoons, earthquakes, volcanic eruptions and flooding, experiencing 15-20 typhoons annually, making disaster preparedness and response crucial.

    LGU disaster response teams serve as the first line of defense during emergencies, coordinating evacuations, conducting search and rescue operations, and distributing relief goods.

    However, many work on contractual or volunteer basis without permanent employment status.

    LDRRMO is seeking standardized employment terms, hazard pay, insurance coverage and professional development opportunities.
