Dolor Calls for SP Investigation on Flood Control Projects in Oriental Mindoro

Oriental Mindoro Governor Humerlito “Bonz” Dolor has formally requested the provincial board to conduct a legislative inquiry into flood control and mitigation projects implemented in the province following President Ferdinand Marcos Jr.’s recent directive on government accountability.

In a letter dated August 1, 2025 addressed to the Sangguniang Panlalawigan (SP) members, Dolor cited the President’s State of the Nation Address (SONA) delivered on July 28, which bared “noteworthy achievements and government initiatives” as well as directives for the second half of Pres. BBM’s term.

“Among the highlights of the SONA was the President’s stern directive to hold accountable those who allegedly profited from the implementation of substandard government infrastructure projects,” Dolor wrote in the letter addressed to the SP thru SP Secretary Diwata H. Fetizanan.

The governor noted that recent flooding in various areas of the country, attributed to “inclement weather brought about by tropical storms and southwest monsoon,” prompted the President to address infrastructure accountability.

“He also revealed that certain projects were never implemented at all, despite having already been paid for using public funds, exposing the misuse of taxpayer money in ineffective or even non-existent infrastructure,” Dolor pointed out in his letter.

In response to the President’s directive, Marcos ordered “a comprehensive audit and public disclosure of all flood control projects from the past three years to ensure transparency and accountability,” according to the governor’s letter.

Dolor expressed full support for the President’s commitment and requested the provincial board to examine three areas: “The status of flood control and mitigation projects implemented in Oriental Mindoro; the funding sources and disbursement details for said projects; and whether the projects underwent the mandatory consultation process as required under the Local Government Code of 1991.”

In a Facebook post on the same day, Dolor wrote in Filipino: “Tutuldukan ang katiwalian” (Corruption will be stopped), stressing his commitment to investigating all aspects of the flood control projects without exception.

“Walang papalampasin, lahat aalamin” (Nothing will be overlooked, everything will be investigated), Dolor posted on social media.

The governor described the matter as “urgent in nature” requiring “immediate approval” and sought the provincial board’s “prompt and customary cooperation” in addressing the investigation.

Dolor also issued a certification stating that the legislative inquiry request is “urgent in nature and requires immediate approval.”

The governor’s office indicated that appropriate action should be taken “without delay” given the “urgency and public interest involved” in the matter.
