Former Rebels Launch First Federation in MIMAROPA

Ex-insurgents from MIMAROPA region have established the country’s first federation for former combatants, a unified voice for former NPA rebels as they navigate their return to civilian life, with a focus on securing government support for livelihood programs and personal security.

The Brotherhood of Former Rebels (KADRE-MIMAROPA) was launched on Friday at the provincial capitol in Oriental Mindoro, bringing together ex-fighters from Oriental Mindoro and Palawan provinces.

“This federation gives former rebels representation,” said Jerwin Castigador Sr., the group’s president. “We will address their needs with government agencies, especially regarding security and livelihood.”

Senior military officials attended the ceremony, with Brigadier General Melencio Ragudo of the 203rd Infantry Brigade pledging full military support for the group.

“This proves there is a path to change,” Brig. Gen. Ragudo said. “We are here to guide them on their journey back to the community.”

The federation will work within the government’s Enhanced Comprehensive Local Integration Program, which offers financial assistance, education, healthcare and housing support to former rebels.

As of 2024, the Philippine government has been making steady progress in neutralizing the communist New People’s Army (NPA), which has waged the country’s longest-running insurgency since 1969.

According to Armed Forces Chief Romeo Brawner Jr., NPA strength has fallen to 1,111 members this year, down from 2,200 in 2023.

More than 2,000 NPA members and supporters were “neutralized” between January and October 2024, with 1,952 choosing to surrender rather than continue fighting.

Only one of seven weakened guerrilla fronts remains active as of December 2024, revealing what military officials describe as a dramatic decline in rebel capability.
