CALAPAN CITY – In a bold and forward-looking inaugural address, Salvador “Doy” Leachon declared that his return to city hall marks not a comeback, but a renewed commitment to servant leadership anchored in transparency, discipline, and genuine public service.
“Hindi ito pagbabalik lamang, kundi pagpapatuloy ng paglilingkod para sa isang Calapan na mas maayos, mas moderno, at mas makatao,” Leachon said in his speech delivered during his oathtaking ceremony at the Calapan City Convention Center on June 30, 2025.
Leachon outlined a 10-point governance agenda under his flagship program Maayos na Bayan, Sigurado—focusing on accessible healthcare, improved education, sound fiscal management, inclusive economic growth, and aggressive environmental protection. He emphasized the need to reclaim public trust through professionalism, people-centered policies, and corruption-free transactions in city hall.
“Ang tunay na kaunlaran ay hindi lamang nasusukat sa dami ng proyekto, kundi sa kalidad ng pamamahala at serbisyong naipadama sa mamamayan,” he said.
He pledged to streamline public services and digitize key government processes, saying Calapan must embrace innovation if it wants to stay competitive and responsive. He also underscored the importance of disaster preparedness, resilient infrastructure, and sustainable urban planning amid growing climate risks.
“Hindi tayo titigil hangga’t hindi mararamdaman ang tunay na pagbabago sa bawat barangay, bawat pamilya, bawat bata at bawat nakatatanda. Ito ang lideratong may puso, utak, at tapang,” he added.
Leachon also used his speech to declare a non-negotiable stance against environmentally harmful activities, specifically banning sand mining in Calapan—a practice that he said offers no long-term benefit to communities and threatens coastal ecosystems. “Walang puwang ang pagkakamali ng nakaraan sa pamahalaang ito. Tapos na ang panahong ginagawang negosyo ang kalikasan,” he said.
On leadership and discipline, he reminded public servants under his administration that political will must be matched by moral courage. “Wala tayong pakinabang kung hindi tayo kikilos nang tapat at maagap. Hindi ito panahon ng palusot at pa-picture. Panahon ito ng tunay na serbisyo.”
Leachon’s oath marked a significant return to local leadership after a distinguished political career. He previously served as city mayor from 2007 to 2013, then as First District Representative from 2013 to 2022. Though he lost his 2022 gubernatorial bid, the setback became a springboard for the formation of his local political party—Mindoro Bago Sarili (MBS)—which has since emerged as a dominant force in Oriental Mindoro.
Through a strategic alliance with First District Rep. Arnan C. Panaligan, leader of the Lakas-CMD in the province, Leachon and his party succeeded in unseating GSM incumbent Mayor Malou Morillo and securing key posts in both the city and the provincial Capitol.
Now with a unified local council under the MBS banner, Leachon said his administration is in a position to “move with speed, integrity, and purpose.”

“Hindi ko kayang mag-isa, pero kaya natin kung sabay-sabay. Ito ang panata ko sa inyo—na itutuloy ko ang paglilingkod na may dangal, disiplina, at direksyon,” he ended.
