Oriental Mindoro First District Congressman Arnan C. Panaligan has announced the successful completion of an AGILA Congressional Project aimed at bolstering seawall protection in Bgy. Navotas, Calapan City.
The initiative, part of the Aksyon ng Gobyerno at Inisyatibo sa Larangang Lehislatura (AGILA), addresses the perennial flooding faced by residents of Sitio Villa Antonio during high tide and storm surges.
The project secured funding through the 2024 National Budget, underscoring the commitment of the legislative body to fortify critical infrastructure.
The seawall will shield the fishing community from the relentless forces of the sea, providing much-needed respite during adverse weather conditions.
Congressman Panaligan emphasized the importance of the project: “Our constituents in Bgy. Navotas deserve reliable protection against the elements. This seawall project represents our dedication to their safety and well-being.”
The AGILA Congressional Project has been instrumental in transforming Calapan City.
Under Congressman Panaligan’s leadership, the city has witnessed substantial infrastructure improvements, including the construction of concrete roads and schools in rural areas.
Cong. Panaligan was Mayor of Calapan City from 1995 to 2004 and from 2013 to 2022.
The completion of the seawall marks another milestone in the ongoing efforts to enhance disaster resilience and elevate the quality of life for Calapeños.
The newly completed seawall project now provides enhanced protection for coastal residents against storm surges and flooding, the Department of Public Works and Highways (DPWH) noted.
DPWH said the 183.26-meter (601-foot) concrete revetment wall, built on steel sheet piles, is part of a broader initiative to improve disaster resilience in the province.
The project, which cost P19.59 million, also includes a parapet wall and a new detour road leading to the coastline.
DPWH Regional Office IV-B Director Gerald A. Pacanan reported the project’s completion to DPWH Secretary Manuel M. Bonoan.
“This infrastructure is crucial for Calapan City’s disaster preparedness,” Pacanan said in a news release from DPWH. “Coastal areas worldwide are facing unprecedented challenges from extreme weather events that pose serious risks to lives and properties.”
Local officials welcomed the seawall’s completion, noting its potential to protect hundreds of families living along the coastline.
The structure is expected to significantly reduce the risk of property damage and potential loss of life during severe weather events.
DPWH has stated that the seawall project is part of a larger national program to fortify coastal defenses across the country.
